The Fourth National Physical Plan (NPP-4) is Malaysia's highest-level spatial planning policy that guides sustainable land use and physical development until 2040. It provides a strategic framework for balancing economic growth, environmental conservation, social well-being, and resilient urban development across the country. The plan promotes compact and connected cities, climate change adaptation and mitigation, low-carbon development, biodiversity protection, disaster risk reduction, and equitable regional growth. NPP-4 aligns national development with the Sustainable Development Goals (SDGs), environmental, social and governance (ESG) principles, and Malaysia's long-term sustainability agenda, ensuring that future urban and regional planning supports inclusive, resilient, and sustainable communities.
